(A) No person shall stand in any location in any public place where the person is blocking any pedestrian lawfully using any street or sidewalk. No person shall stand in any location in any public place where the person is blocking any vehicular traffic entitled to use that location at that time.
(B) No person, firm or corporation shall be found guilty of violating this section if the person, firm or corporation is acting in compliance with the direction of a police officer or pursuant to a motion, ordinance or resolution duly passed and adopted by the City Council.
