(A) No person in any public place in the city shall do any of the following acts:
(1) Continue to accost any second person after that person has asked the first person to stop;
(2) Threaten any other person with violence; or
(3) Block any person’s passage to any place where that person desires to go and is lawfully entitled to go.
(B) No person, firm or corporation shall be found guilty of violating this section if the person, firm or corporation is acting in compliance with the direction of a police officer or pursuant to a motion, ordinance or resolution duly passed and adopted by the City Council.
