Upon submission of a complete application and the payment of the fee, the Mayor or his/her designee shall examine the application and investigate the proposed encroachment to determine whether the proposed encroachment is consistent with this code and all other applicable law. With respect to an application for a continuous encroachment permit, the Mayor shall make a recommendation to the City Council as to whether the permit should be issued or denied.
