It shall be the duty of the Health Officer and the City Marshal of the city under the Mayor to secure the execution and faithful performance of this chapter. It shall be unlawful for any person or corporation to refuse to let the Health Officer or the City Marshal have samples for inspection of any cigarette, cigarette paper or wrappers in their possession or to handle, deal in, sell or give away any cigarette, cigarette paper or wrappers contrary to the provisions of this chapter or such as are prohibited thereby. The Health Office shall analyze or cause to be analyzed such samples so procured by him or her or the City Marshal and keep a record of such analysis.
