(A) No license issued hereunder shall authorize the handling, dealing in, selling or giving away of any such cigarettes, cigarette paper or wrappers within 200 feet of any school house, nor shall it authorize the selling or giving away, handling or dealing in cigarettes containing opium, morphine, jimson-weed, belladonna, glycerine, sugar or other dangerous or injurious thing, except pure tobacco and pure paper or wrappers.
(B) It shall be unlawful for any person to sell or give away any cigarette, cigarette paper or wrapper to any drunkard, insane, idiotic or distracted person or to any minor who has not arrived at the age of 18 years.
