Before any license is issued hereunder, the fee therefor as herein fixed shall first be paid to the City Clerk and application in writing made to the city for such license by the party desiring the same. The application shall state the name or the names of the party or parties desiring the license, kind of cigarettes, cigarette paper or wrappers to be handled, dealt in, sold or given away and the particular place where the same is to be done and the period for which the license is desired.
