Licenses shall be issued on a semi-annual basis and each license shall terminate on the thirtieth day of April next or on the thirty-first day of October next following its issuance; the fee to be paid shall be reduced in proportion to the full calendar months which have expired in the six-month period prior to the issuance of the license.
