A nonrefundable application fee covering the cost of investigating to determine whether the applicant is eligible for a license and covering the cost of processing the application shall be charged, except as hereafter provided. This fee shall be in addition to the license fee. No application for a license shall be processed until after the payment of the application fee. The application fee shall be paid into the City Treasurer and shall be deposited in the General Corporate Fund of the city or in such other fund as shall have been designated by the City Council by proper action. The application fee shall not be refunded to any applicant under any circumstance. The amount of the application fee is $75 for all licenses except for a special use permit and a Class F license and a Class G license. There shall be no application fee for a special use permit and there shall be no application fee for a Class F license and there shall be no application fee for a Class G license.
