It shall be unlawful for any person, including an applicant for a massage establishment license for any legal consideration, to massage any person or engage in the practice of massage without having first obtained a masseur or masseuse permit. The application for a masseur or a masseuse permit shall be filed with the City Clerk, and the applicant shall pay to the City Treasurer a non-refundable filing fee of $50 for an original application and $20 for a renewal application. No application shall be processed by any department until the application fee is paid in full.
