It shall be unlawful for any person or corporation to a engage in the business of operating a taxicab or taxicabs in the municipality without first having secured a license for each taxicab operated. Applications for such licenses shall be made in writing to the Clerk and shall state thereon the name of the applicant, the intended place of business and the number of cabs to be operated. If the applicant is a corporation, the names and addresses of the President and Secretary thereof shall be given; provided, however, that no more than two such licenses shall be currently issued by the Clerk, without the prior consent and approval of the City Council.
