The City Clerk shall suspend a sexually oriented business license for a period not to exceed 30 days if the City Clerk determines that the licensee or an employee of the licensee has:
(A) Violated or is not in compliance with the applicable provisions of the zoning ordinance of the city;
(B) Has been on the sexually oriented business premises while in an intoxicated or disorderly condition;
(C) Refused to allow an inspection of the sexually oriented business premises;
(D) Knowingly permitted gambling by any person on the sexually oriented business premises.
