The Superintendent of Streets of the City of Paxton is hereby authorized to enter into a written contract with the owner of residential real estate located within the city authorizing the city to construct a sidewalk for public use or a street curb at the residence provided the landowner shall reimburse the city for all the cost of all materials plus an administration fee of $25. All labor and equipment for the project shall be furnished by the city.
