All plans and specifications must conform to the following minimum requirements before the permit for construction, reconstruction, establishment or maintenance shall be issued:
(A) Public sidewalks and curbs for both the Business District and Residential District, as defined in § 97.001, shall be constructed in accordance with the specifications of the subdivision regulations, as amended;
(B) Where a public sidewalk is constructed either across or adjacent to a driveway, the public sidewalk shall conform to the driveway grade as established by the Building Inspector;
(C) Where existing meter pits are in the area of a proposed public sidewalk the existing cast iron top shall be removed and turned in to the Water Department. A heavier cover shall be furnished and set by the Water Department, and the additional cost thereof shall be paid by the property owner.
