The owner or harborer of a dangerous animal shall at all times keep in his or her possession evidence of the license issued to him or her by the Secretary of Agriculture of the United States or his or her representative who shall be an employee of the United States Department of Agriculture pursuant to the Animal Welfare Act, as amended (7 USC 2131 et seq.). A copy of the license shall be presented with the application for license as required by § 96.22. No license shall be issued by the city unless the applicant has been issued a license by the Secretary of Agriculture of the United States or his or her representative who shall be an employee of the United States Department of Agriculture pursuant to the terms of the Animal Welfare Act.
