Every cat or dog kept within the city shall be equipped with a collar which must be worn by such cat or dog and to which shall be securely fastened the metal license tag furnished, or, in lieu thereof, every cat or dog kept within the city shall have embedded in the cat or dog a microchip capable of identifying the cat or dog and the owner thereof.
