(A) License required. It shall be unlawful for any person to own, possess, keep or harbor any cat or dog within the city without having first obtained a license or appropriate permit therefore by application to the City Treasurer.
(B) Application. Written application for a license shall be made annually by the owner on a form provided by the city. The owner shall be identified by name, address and telephone number and the cat or dog shall be identified by sex, age, breed, color and call name and the rabies inoculation certificate number, date and administering veterinarian given.
(C) Rabies inoculation required. It shall be the duty of every owner of a cat or dog kept or harbored in the city to have such cat or dog inoculated against rabies. The owner or keeper or harborer of such cat or dog shall at all times keep in his or her possession evidence of rabies inoculation consisting of a certificate signed by the licensed veterinarian administering the vaccine. A copy of the certificate of rabies inoculation shall be presented with the application for license as herein required. No license shall be issued unless such certificate bears a date within one year to the date of license application if a one year immunization vaccines was used, or within three years prior to the date of license application if a three year immunization vaccine was administered.
(D) Expiration; fees. The license for any cat or dog shall expire on the April 30 following the date of its issuance. The annual license fee is payable within 30 days after April 30 or within 15 days after the date on which such cat or dog is acquired, whichever is later. The annual license fee for each cat or dog, until April 30, 2004, is $2 for each cat or dog so owned, possessed, kept or harbored. The annual license fee for each cat or dog, commencing on and after May 1, 2004, is $3 for each cat or dog so owned, possessed, kept or harbored.
