(A) For the purpose of this subchapter, the term NUISANCE is defined to mean any condition or use of premises or of building exteriors which is detrimental to the property of others or which causes or tends to cause substantial diminution in the value of other property in the neighborhood in which such premises are located.
(B) This includes but is not limited to:
(1) The keeping or the depositing on or the scattering over the premises of any of the following:
(a) Lumber, junk, trash or debris;
(b) Abandoned, discarded or unused objects or equipment such as furniture, stoves, refrigerators, freezers, cans or containers;
(c) Any compost pile which is of such a nature as to spread or harbor disease, emit unpleasant odors or harmful gas or attract rodents, vermin or other disease-carrying pests, animals or insects, provided that the presence of earthworms in a compost pile shall not constitute a nuisance.
(2) Any lot, ground or premises within the city on which stagnant water may be standing so as to become or likely to become foul, putrid, offensive, harborage for insect and/or rodents or detrimental to the health and comfort of persons residing in the vicinity thereof.
(3) Any property which because of its physical condition or use is a public nuisance at common law, under the Illinois Compiled Statutes, or under this code.
(4) Any buildings which is manifestly capable of being a fire hazard, or manifestly unsafe or insecure as to endanger life, limb or property.
(5) Any property which constitutes a blight on the surrounding area, or any property which is not fit for human habitation under the applicable fire, building or housing codes.
(6) Any property on which any illegal activity involving controlled substances (as defined in the Illinois Controlled Substance Act), methamphetamine (as defined in the Methamphetamine Control and Community Prospection Act), or cannabis (as defined in the Cannabis Control Act) takes place.
(7) Any property on which any street gang-related activity (as defined in the Illinois Street Gang Terrorism Omnibus Prevention Act) takes place.
