§ 51.45 TUNNELING.
   Whenever a sanitary sewer main, storm sewer or water main is to be put under any pavement without opening the pavement, the line shall be run through a tunnel cased in accordance with specifications to be approved by the City Engineer, adequate to support the pavement and to support the traffic on the pavement.
