All service pipes from the existing sanitary sewer mains, storm sewers and water mains of the city to the premises to be served, except as provided in §§ 51.20 and 51.22, shall be installed by, and at the cost of, the owner of the property to be served or the applicant for the service. All sanitary sewer mains, storm sewers, water mains and service pipes shall be laid under the supervision of the Superintendent of Waterworks of the city or such other duly authorized agent of the city as the Mayor and City Council, from time to time, shall designate.
