§ 51.40 EXTENSION OF SANITARY SEWER MAINS, STORM SEWERS AND WATER MAINS.
   Extension of sanitary sewer mains, storm sewers and water mains of the city to serve any area which is not served by existing sanitary sewer mains, storm sewers or water mains shall be at the sole expense of the applicant requesting the extension; provided, however, that if planning requirements necessitate the sizing of the main in excess of the specific needs of the particular development of the applicant, the city shall pay the additional costs incurred by the applicant in installing the mains that are so increased in size. When practicable so to do, the city will assist the applicant in financing the cost of extending the sanitary sewer mains, storm sewers and water mains of the city through the use of a special assessment or special service area to generate revenues to retire bonds issued to finance the extension of the sanitary sewer mains, storm sewers or water mains. At the request of the applicant, the city will also consider any other method of financing the capital costs, provided the revenue to pay for the capital costs is charged to and paid by the person, firm or corporation who receives the benefits from the extension of the sanitary sewer mains, storm sewers or water mains.
