No new connection with a water main of the city and no new connection with a sanitary sewer main of the city shall be made without a permit being issued and 24 hours' notice having been given to the Superintendent of Waterworks. All such connections shall be made under the supervision of the Superintendent of Waterworks, and no connection shall be covered until the work has been inspected by the Superintendent of Waterworks. Application for permits to make such connections must be made in writing to the City Clerk and the appropriate fee paid for the connection.
