The owners and occupants of all premises in the city shall remove or cause to be removed from their premises all garbage, refuse, industrial refuse, undesirable refuse, hazardous waste and special waste at least once in every seven days and shall keep their premises free of all garbage, refuse, industrial refuse, undesirable refuse, hazardous waste and special waste. Any garbage, refuse, industrial refuse, undesirable refuse, hazardous waste or special waste remaining on any premises in the city after seven consecutive days is declared illegal and is declared to be a public nuisance.
