No applicant shall be granted a license unless he or she shall have provided himself or herself with the proper and necessary machinery and other appliances for properly taking care of and disposing of the garbage or refuse in conformity with this chapter and the health regulations of the state, the County of Ford and the city. No license shall be granted to any applicant who has been guilty of any wilful violation of any health or sanitary provision of the city, the County of Ford or the State of Illinois or is in default on any contract with the city, the County of Ford, State of Illinois or United States Government. No license shall be issued to a person not of good moral character.
