(A) A resident of the city may chose to separate recyclable material from the resident’s garbage and refuse and place the recyclable material in separate containers at locations designated by the city. Recyclable material must be prepared as follows:
(1) All food and beverage glass containers, whether clear, green or brown, must be rinsed clean and have caps and lids removed. No window glass or ceramics will be accepted;
(2) All food and beverage cans, whether aluminum or bi-metal, must be rinsed clean and have labels removed. No aerosol cans, paint cans or scrap metal will be accepted;
(3) All newspaper must be bundled and tied or placed in paper bags;
(4) All cardboard that is not white when torn will be acceptable. Such cardboard must be bundled and tied or placed in brown paper bags;
(5) All acceptable plastic must be rinsed clean and free of caps and lids. Which plastic is acceptable will be designated from time to time by the city.
(B) Once placed at the collection site in accordance with the requirements of this chapter, any recyclable materials shall become the property of the city. It shall be a violation of this chapter for any person not authorized by the city to collect or pickup or cause to be collected or picked up any of such recyclable materials.
(C) It shall be unlawful to deposit or permit any material or item of any kind or nature, except for recyclable material, to be deposited or left at any location designated by the city as a location for the depositing of recyclable material.
