§ 50.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   COMPOST SITE. A site owned by the city and licensed to accept yard waste, as defined by this section and landscape waste, as defined by the Illinois Environmental Protection Agency.
   GARBAGE. All waste food and food products, all organic waste materials resulting from the storage, transportation, processing, preparation, cooking or consumption of food or food products, all horticultural waste and all other similar organic materials. Leaves, lawn rakings and grass clippings, although organic in nature, shall not be included in this definition of GARBAGE.
   HAZARDOUS WASTE. A waste, or combination of wastes, which because of its quantity, concentration or physical, chemical or infectious characteristics may cause or significantly contribute to an increase in mortality or an increase in serious, irreversible or incapacitating reversible illness, pose a substantial present or potential hazard to human health or the environment when improperly treated, stored, transported or disposed of or otherwise managed and which has been identified by characteristics or listing as hazardous pursuant to Section 3001 of the Resource Conservation and Recovery Act of 1976 (42 USC 6921), or pursuant to regulations issued by the Illinois Environmental Protection Agency or the Illinois Pollution Control Board.
   INDUSTRIAL REFUSE. Includes combustible building debris, wood or paper cartons, wood scraps, sawdust, metal shavings and all other types of waste resulting from manufacturing processes, except the materials or things that are defined in garbage, undesirable refuse, refuse and special waste.
   RECYCLABLE MATERIALS. This term means:
      (1)   Any unwaxed and uncoated corrugated cardboard and cardboard packaging;
      (2)   Any glass bottles and jars. GLASS as used herein shall mean glass bottles, jars and dishes made of clear, green and brown colored glass. Not included are light bulbs, window glass and drinking glasses;
      (3)   Any aluminum containers and scrap in whatever form;
      (4)   Any newspapers, that is newsprint type paper received as an ordinary newspaper, advertising circular or supplement. Magazines not printed on newsprint type paper shall not be included;
      (5)   Any high density polyethylene (HDPE) plastic containers;
      (6)   Any polyethylene terphalate (PET) plastic containers;
      (7)   Any ferrous metal containers and ferrous metal scrap in whatever form.
   REFUSE. All types of organic or inorganic rubbish and waste materials, such as leaves, lawn rakings, grass clippings, paper, cardboard, tin cans, glass or plastic bottles, ashes and all types of waste materials generated by an average residential household. Excluded from this definition are those items described in as garbage, industrial refuse, undesirable refuse and special waste.
   SPECIAL WASTE. Those materials that have been specified by the Illinois Pollution Control Board or the Environmental Protection Agency as SPECIAL WASTE and are required to be handled under special permits issued by them.
   UNDESIRABLE REFUSE. Includes, but shall not be limited to, broken concrete, broken masonry, tree trunks and stumps, metal or plastic drums, inoperable motor vehicles or parts thereof, tires, scrap metal, wire, household appliances such as refrigerators, ranges, washers and dryers, household furniture and furnishings and industrial machinery or equipment.
   YARD WASTE. Includes all leaves, grass, tree limbs, shrubs and all accumulation of grass, leaves, chipped tree stumps, chipped tree limbs and chipped or shredded shrubbery, which is also sometimes referred to as LANDSCAPE WASTE.
