(A) Notwithstanding any other provision of this chapter, in the case of an apparent emergency which threatens the public health, welfare, or safety requiring the immediate purchase of a supply, service or construction, the Mayor shall have the power to authorize the procurement of the necessary items in the open market without competition up to the amount of $20,000.
(B) In no event shall the contract price exceed commercially reasonable prices.
(C) A full written report of the circumstances of all emergency purchases over $10,000 shall be made by the Mayor to the City Council. The report shall be received by the City Council at a regular meeting.
