(A) Open market procedure. All work and purchases of supplies, materials, services and construction of less than the estimated value of $10,000 may be made in the open market, by negotiation, without newspaper advertisement in such a manner so as to ensure the best interests of the public; but whenever practical or advantageous, the city shall obtain quotes from at least two suppliers or vendors.
(B) Division of procurement. No contract shall be divided as to constitute a purchase of less than the estimated value set forth in division (A) above.
