§ 32.01 PUBLIC WORKS DEPARTMENT.
   (A)   There is created the Department of Public Works, an executive department of the city. The Department of Public Works is hereby divided into two divisions, namely:
      (1)   The Department of Streets; and
      (2)   The Department of Waterworks.
   (B)   The Department of Streets shall have charge of and supervision over the construction, inspection, operation and maintenance of the city's streets, street lighting systems, alleys, driveways, sidewalks, public ways, parks and playgrounds, storm drains, landfill, airport and all public buildings of the city. In addition the Department of Streets shall perform such other duties as may be assigned to it by the Mayor and City Council, by city ordinances or state statutes.
   (C)   The Department of Waterworks shall have charge of and supervision over the construction, inspection, operation and maintenance of the City's water supply facilities, water distribution facilities, all intakes, wells, reservoirs, water mains, water hydrants, sewers, sewer mains and sewage treatment plants and other appurtenances thereto. In addition the Department of Waterworks shall perform such other duties as may be assigned to it by the Mayor and City Council, by city ordinances or state statutes.
   (D)   There is hereby created the Office of Superintendent of Streets, an executive office of the city. The Superintendent of Streets shall be appointed by the Mayor, by and with the advice and consent of the City Council.
   (E)   The Superintendent of Streets shall be the head of the Department of Streets and all officers and employees assigned thereto. All such officers and employees shall perform their duties subject to the supervision and direction of the Superintendent of Streets.
   (F)   The Superintendent of Streets shall be the custodian of all tools, equipment and other personal property belonging to the Department of Streets and all tools, equipment and other personal property belonging to the city and not assigned to the care of any other public officer.
   (G)   There is hereby created the Office of Superintendent of Waterworks, an executive office of the city. The Superintendent of Waterworks shall be appointed by the Mayor, by and with the advice and consent of the City Council.
   (H)   The Superintendent of Waterworks shall be the head of the Department of Waterworks and all officers and employees assigned thereto. All such officers and employees shall perform their duties subject to the supervision and direction of the Superintendent of Waterworks.
   (I)   The Superintendent of Waterworks shall be the custodian of all tools, equipment and other personal property belonging to the Department of Waterworks.
   (J)   All employees of the Public Works Department, including the Superintendent of Streets and the Superintendent of Waterworks, shall serve for no set term.
   (K)   The Superintendent of Streets and the Superintendent of Waterworks shall attend all meetings of the City Council and shall attend all meetings of committees of the City Council when requested by the chairperson of the committee.
