§ 31.064 MAY APPOINT DEPUTIES.
   The City Clerk may, when necessary, and upon being authorized by the City Council, appoint a deputy who, during the temporary absence or disability of the Clerk, shall be empowered to perform all duties of the City Clerk; provided, however, the City Clerk shall be liable and responsible for the acts of such appointee.
