§ 31.032 RECORDS OF OUTSTANDING BONDS.
   The City Comptroller shall keep in the office, in books used solely for that purpose, a correct list of all the outstanding bonds of the city, showing the number and amount of each and for whom and to whom the bonds were issued. The books shall show the registered owner of each registered bond. The Comptroller shall also show in those books when any city bonds are purchased, paid or canceled. The Comptroller shall show, in the annual report, the bonds sold during the year, the terms of sale and every item of expense incurred.
