(A) The Comptroller shall have and perform all duties as required of comptrollers under the statutes of the State of Illinois.
(B) The Comptroller shall have supervision over the work product of all officers and employees of the city charged in any manner with the receipt, collection or disbursement of the municipal revenue or with the collection and return of the municipal revenue or with the collection and return of the municipal revenue into the Treasury.
(C) All of the provisions of the Illinois Municipal Code (ILCS Ch. 65, Act 5) relating to the powers and duties of a City Clerk in connection with the finances, the Treasurer, the Collector and the receipt and disbursements of money shall be exercised and performed by the Comptroller.
