Where no specific provision is made to the contrary, the Mayor shall designate or hire all employees of the city with the consent of the appropriate committee of the City Council. In the case of officers, he or she shall appoint such officer and department heads, with the advice and consent of the City Council. For those positions covered by any type of tenure of office law, the statutory provisions applicable therefor shall be complied with.
