§ 30.15 GRANT LICENSES.
   The Mayor shall grant licenses for the purposes authorized by this subchapter to all persons duly qualified according to ordinance, as he may deem proper, unless the City Council shall otherwise designate and provide, and he may revoke the same for cause.
