§ 30.02 STANDING COMMITTEES.
   (A)   It shall be the duty of the Mayor, at the beginning of each fiscal year to appoint the following named standing committees, the first named member of each committee to be the chairperson thereof, each committee to consist of not less than four members and each committee to have at least one alderman from each ward thereon:
   First:      Committee on Community;
   Second:      Committee on City Property;
   Third:      Committee on Economic Development:
   Fourth:      Committee on Finance/Budget;
   Fifth:      Committee on License/Permits/Zoning/Insurance;
   Sixth:      Committee on Long Term Planning;
   Seventh:   Committee on Public Safety;
   Eighth:      Committee on Public Works.
   (B)   (1)   Community. Works with the Chamber of Commerce, with PRIDE and other community organizations.
      (2)   City Property. In charge of all city buildings, grounds, parks and airport.
      (3)   Economic Development. Supervises Tax Increment Finance and other city finance incentives, reviews and recommends proposals for redevelopment.
      (4)   Finance/Budget. Provide guidance in all financial matters of the city. Review the annual budget and set long term financial goals.
      (5)   Licenses/Permits/Zoning/Insurance. Supervises issuance of licenses, permits by the city, and shall supervise, study and advise for insurance of city owned property, equipment, vehicles and special events.
      (6)   Long Term Planning. Plans and budgets for long term improvements and equipment purchases - 24 months or longer.
      (7)   Public Safety. Supervises all matters pertaining to Police Department and the Emergency Response Services Agency.
      (8)   Public Works. Supervises the water supply to the city, matters pertaining to surface water drainage and storm sewers. Supervises all matters pertaining to the sanitary sewer system and all improvements, machinery and equipment belonging to these systems. Public Works Committee will have charge of and direct all improvements on the public thoroughfares, the opening, laying out, widening extending and vacating the same and keeping the same in a proper and safe condition.
