(A) Any regular meeting of the City Council falling upon a legal holiday shall be held on the next following secular day, at the same hour and place.
(B) Commencing January 2016, the City Council shall hold its regular baord meeting on the second Tuesday of each month at 7:00 p.m. to be held in the City Hall. Special meetings may be called by the Mayor, or by any three members of the Council, whenever in his, her or their discretion it may be deemed necessary; in which event it shall be the duty of the City Marshal to cause each member of the Council to be personally served with a notice of such special meeting or by leaving a copy thereof at his or her usual place of business or residence. The notice shall state the object of the meeting, and no business shall be transacted at any special meeting except such as is stated in the notice.
