In the event of unpaid bills, the village may avail itself of any and all collection methods available under law, included, but not limited to:
A. Recordation of liens against properties which have received utility services for which no payment has been received, and foreclosing such liens;
B. Participation in the comptroller's local debt recovery program;
C. Turning accounts over to collection agencies;
