14-1-12: ESTIMATED BILLS:
When it is not possible for meter readers to read the meters, the amount of utilities used will be estimated on the basis of use of the premises in comparable periods. Refund of the overpayment will not be made but will be credited to the customer's account. If the customer terminates his account, any refund due will be credited on final bill.
