14-1-11: DISCONTINUING SERVICE:
When a customer requests termination of services a utility worker will read the meters on the requested date of termination so long as the requested date is a regular business day for the village.
   A.   Tenants: When tenants request service be discontinued and a new tenant has not requested service, utility service will be placed in the landlord’s name.
   B.   Landlords and property owners: As stated above, Landlords have primary responsibility for utility bills for the property they rent. The Village will put the bills in a tenants name for the convenience of the landlord and the tenant, but the landlord has continuing and primary responsibility for those bills. Utilities will be placed in the property owner’s name when the utilities are not established with a tenant.
   A Landlord may request a disconnection of gas and/or water service between tenants. When anew tenant applies for gas and/or water at said property a forty dollar ($40.00) reconnection fee will be charged and paid by the Landlord.
   For property owners who will be vacating the property for more than two (2) weeks, the Village will disconnect water and/or gas services per the property owners request. There will be a reconnect fee of forty dollars ($40.00).
   For property owners or landlords undertaking repairs, and requiring utilities to be disconnected only for the purpose of those repairs, the Village will disconnect gas and/or water service per instructions from the landlord, property owner, or contractor on the project. There will be no fee to reconnect utilities, unless the village determines that no repair project has been undertaken, or the landlord or property owner are attempting to avoid disconnect fees by claiming the existence of a repair project.
   C.   Homeowners (Sale of Property): If the buyer has applied for service meter reading is obtained on the scheduled date and future billings are transferred to the new owner’s name. The meter is read on the date the seller schedules and a final bill will be sent to the seller. If the new owner has not applied for service by the final read date, services will be disconnected until utility office is notified by buyer. There is no fee to turn utilities back on.
