14-1-3: ESTABLISHING SERVICE:
Customers must contact the village of Pawnee utility office in person or by phone to initiate service. A service worker will read the utility meters on the date requested and the account is activated for billing if the procedures below are satisfied.
   A.   New Customers:
      1.   Homeowners who have not previously had village of Pawnee utilities in their name must apply in person at the utility office. Photo identification will be required to open new account.
      2.   Residential tenants shall complete an application which obligates the landlord to pay for utilities if the tenant fails to pay, and submit required deposit before services will be offered. If the landlord signs the application, thereby agreeing to be bound to pay for utilities if the tenant fails to pay, the deposit required for water service is seventy five dollars ($75.00) and for gas service is one hundred seventy five dollars ($175.00). If the landlord fails or refuses to join in the application, the deposit required for water service is one hundred fifty dollars ($150.00) and for gas service is three hundred fifty dollars ($350.00). The failure of a landlord to join in an application does not absolve the landlord from joint and several liability with the tenant, or insulate the property served from imposition of a lien for nonpayment.
   B.   Nonresidential Accounts: The deposit required for nonresidential accounts for water service is seventy five dollars ($75.00) and for gas service is one hundred seventy five dollars ($175.00).
   C.   Existing And Prior Customers: Utility billing staff will request the necessary information to update the account and initiate service. All account balances for existing and/or prior accounts must be current before a new account is established. (Ord. 14-17, 10-27-2014)
