This title shall govern all matters pertaining to billing for water, sewer and gas systems. In the event of a conflict between this title and title 6 or 7 of this code, this title shall prevail. However, nothing in this title shall be interpreted as limiting the reasons for which the village may terminate utility services as set forth in title 6 or 7 of this code, affecting shutoff or reconnection fees in title 6 or 7 of this code for reasons other than nonpayment, or limiting the collection remedies and methods available to the village under law.
