Inoperable motor vehicles which are on public property, a street or a highway, are hereby declared a nuisance. They shall be towed or otherwise dealt with by the police department in accordance with procedures set forth in chapter 4, article II of Illinois motor vehicle code, 625 Illinois Compiled Statutes 5/4-201 et seq., which is herein incorporated by reference, together with all future amendments thereto.
