Any person violating this chapter shall, upon conviction thereof, be subject to penalty as provided in section 1-4-1 of this code. Village police may, upon stopping a vehicle in violation of this chapter, halt the same until the load is removed to reduce the gross weight of the vehicle to less than twenty thousand (20,000) pounds before such vehicle is authorized to proceed.
