In case of impounding, where the owner or keeper of a dog or other animal is disclosed by any tax or license tag worn by it, or is otherwise known to the officers impounding it, the animal control officer shall promptly give notice by mail to the owner or keeper of the impounding of his dog or other animal and the place of the impounding, and shall cite the owner or keeper of the dog to answer charges of violation of this Chapter.
