The owner or keeper of a dog or other animal shall keep the dog or other animal under control at all times and shall not permit the dog or other animal to be at large, off the premises of the property of the owner or keeper, unless under complete control as defined in Section 4-1-1 of this Chapter. No dog or other animal shall be allowed upon the premises of another person without that person's permission. The owner or keeper of the dog or other animal shall not permit it to deposit any feces upon the property of another person, or upon any public place within the corporate limits of the Village to the prejudice of other persons or the general public.
