As used in this chapter, the term "second-hand store" refers to a retail establishment which sells or offers for sale to the public, used goods, articles or other items of personal property which have been previously owned by a person other than the retail establishment or the owner or operator thereof, before being offered for sale by, or placed on consignment with, such retail establishment. "Second-hand store" does not include pawnbrokers as defined by the pawnbroker regulation act. (Ord. 00-11, 8-29-2000)
