Any person desiring to create a "subdivision", as herein defined, shall submit all necessary applications to the commission. No final plat shall be filed with the county recorder until the plat has been acted upon by the commission and approved by the city council. No lots shall be sold from any plat until it has been recorded in the office of the county recorder. (Ord. 347, 3-11-1987)
