Funds may be expended to purchase meals, refreshments, flowers or other amenities such as donations for its employees or other persons if it determined that such expenditures are necessary to perform a function or to exercise a power expressly conferred upon it by stature or necessarily implied therefrom and it its determination is not manifestly arbitrary or unreasonable.
