§ 32.02 RECREATION BOARD.
   (A)   There be and hereby is established a Recreation Board of the village to supervise and maintain all playgrounds, playfields, swimming pools and indoor recreation centers as heretofore or hereafter designated and set apart for such purposes by Council.
   (B)   The power to equip, operate and maintain the recreational facilities set forth in this section shall be and hereby is vested in said Recreation Board; subject to the direction and control in all other matters including, but not limited to, the employment of supervising personnel and the expenditure of public funds.
   (C)   The Recreation Board shall consist of five persons, two of who shall be members of the Board of Education of the village or appointed by such Board, and three of whom shall be appointed by the Mayor with the consent of Council. All members of the Recreation Board shall serve for terms of five years except that the first members shall be appointed for such terms that the term of one member shall expire annually thereafter. The Mayor shall establish the terms of the first members appointed and shall cause such terms to appear in the minutes of Council.
   (D)   The members of the Recreation Board shall elect their own Chairperson and Secretary to serve for a period of one year. The Recreation Board may adopt as it deems proper, rules and regulations for the conduct of its business.
