(A) Anyone who violates any provision in this chapter shall be fined not less than $5 nor more than $100 and/or shall have his or her license suspended for from 30 days to a permanent revocation.
(B) The owner of any watercraft shall be responsible for the conduct of occupants and users of his or her watercraft and shall be subject to the fines and penalties provided herein in division (A) above for the conduct of the occupants or users of his or her watercraft.
