For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ANIMAL. Any domestic animal, including, but not limited to, dogs and cats.
OWNER. A person who harbors, keeps, controls or possesses an animal.
PRIVATE LAND. Any and all property owned by residents or businesses in the village, including store frontage and lawns.
PUBLIC LAND. Any and all property owned by the village, including sidewalks, rights-of-way and streets.
WASTE. Urine or fecal matter derived from animals.
